libapq4-dev software package provides Pluggable Ada 95 Binding to various database systems (development), you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libapq4-dev
libapq4-dev is installed in your system.
Make ensure the libapq4-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libapq4-dev *
You will get with libapq4-dev package name, version, architecture and description in a table
